Year 1 Deliverables: Complete data sharing agreements that allow greater flow of information from BC Hydro to the City and from the City to BC Hydro

Year 2 Deliverables: TBD, The City of Victoria is undergoing a comprehensive review of our OCP, Zoning Bylaw, and Subdivision Servicing Bylaws. This represents a significant opportunity to ensure that climate action is integrated appropriately into these foundational bylaws.

Year 1 deliverables:
1) Participate in the Official Community Plan 10-Year Review process to ensure climate action is integrated where appropriate.
2) Support the development of Climate Budget Framework for the City.
3) Memo summarizing other Jurisdictions approach to building Climate Budgeting.
4) Contribute to zoning bylaw review
5) Participate in Arts and Innovation District Planning processes.

Year 2 deliverables: TBD, Monitor the implementation of the Zero Carbon Step Code
The CEM will support the analysis and recommendation development.

Year 1 Deliverables:
1) Nov. 1 2024 will mark one year of Part 9 residential buildings at EL4. Report back on 1 year of permits
2) Include recommendations for future action if appropriate

Year 2 Deliverables:
3) Nov 1. 2025 will mark one full year of the ZCSC applying to all buildings. Complete analysis of all energy models and compliance reports
4) Include recommendation for future actions as appropriate, Develop educational materials and explore introducing requirements for embodied emissions reporting and potentially embodied emissions limits.
The CEM will provide some limited support to this initiative.

Year 1 Deliverables:
1) Green Materials Guide
2) Explore the Development of policy for new construction projects to report embodied emissions to the City. Provide recommendation.

Year 2 Deliverables:
3) Implement recommendation., The development of an energy and emissions reporting requirement will lay the groundwork for retrofitting buildings. A reporting requirement will help direct the development incentives and support programs and to measure their success over-time.

3) Develop and present a proposed implementation plan to Council

Year 2 Deliverables:
4) Implement implementation plan. (specific deliverables to be inputted when plan is completed and approved), Revitalization Tax Exemptions are a powerful incentive option available to local governments that can provide financial benefits to businesses in the form of property tax exemptions within the bounds of the community charter. The City of Victoria is launching a pilot RTE program in 2024. This pilot should be evaluated, and recommendations for future program development should be implemented.

The CEM is the project lead for this initiative.

2) Conduct analysis on Residential, Commercial, Light Industrial and Industrial tax rate classes to inform future iterations.

Year 2 Deliverables:
3) Conduct a Program Evaluation on the RTE Pilot
4) Develop a set of recommendation for the future use of Revitalization Tax Exemptions, The barriers to decarbonizing are high and property owners and managers need help. There are significant initiatives underway at the Provincial level through ZEBx, BC Hydro and Province to provide these services. The role of the Local Government will shift as these services come into market. There may be opportunity to “top up” offerings, provide additional funding to expand the number of buildings that receive support, or to potentially have complimentary program that fills gaps, or provides earlier screening for buildings. The landscape is shifting and work in this space will need to adapt overtime.

Retrofit Support Services should include building specific:
• Mechanical system inventories
• Building decarbonization plans
• Be integrated with Energy and Emissions Reporting

The CEM is the project lead for the Rental MURB pilot, and is supporting the Strata Energy Advisor program. A lead has not been designated for Commercial buildings.

Year 1 Deliverables:
1) Run a Pilot for Rental MURBs in conjunction with the RTE program
2) Include commentary on success of the pilot in the RTE program evaluation.

Year 2 Deliverables:
1) On-going support for support services, Integrate EV-readiness and infrastructure installation in our retrofit programs. Including the RARA pilot, Strata Energy Advisor, Commercial Concierge program, and/or tax exemptions.

Year 2 Deliverables:, In 2022, the City adopted the Electric Vehicle and Electric Mobility Strategy which outlines how the City will rapidly and significantly expand its public charging network to provide electric vehicle charging options throughout Victoria neighbourhoods. The Strategy includes plans to install more than 30 fast chargers and 650 Level 2 chargers, targeting 50 per cent in grant funding. Implementation is underway with the City installing 67 new chargers including its first fast charging station in 2022.
