Review Form and Character Development Permit Area Design Guidelines and density bonusing program to incentivize buildings to achieve higher performance level than required. Year 1 Deliverables: Participate in cross-departmental review of Design Guidelines and density bonusing program and recommend changes. Year 2 Deliverables: Implement updated changes and monitor outcomes, Monitor and report on progress annually towards targets and review/update greenhouse gas reduction targets every three years, or more frequently when justified, to ensure they are in line with climate science and reflect actions from provincial and federal governments. Year 1 Deliverables: Year 2 Deliverables: Select and refine supportive indicators and collect data for tracking sectoral (i.e. buildings, transportation, waste, etc.) greenhouse gas emissions., Develop and oversee education, engagement and communications regarding new and existing community energy and greenhouse gas reduction policies and programs as well as other environmental sustainability initiatives. Year 1 Deliverables: Year 1 Deliverables: Raise awareness of relevant regional and provincial policies and programs (e.g. highest efficiency standards for new space and water heating equipment, virtual home energy labeling, building benchmarking requirements) and communicate their implications to residents, Work with the Regional District of Nanaimo (RDN), neighboring municipalities, First Nations governments, and local governments from Vancouver Island and Coastal Communities to develop strategic partnerships. Year 2 Deliverables: Provide education and training to improve industry’s capacity to meet requirements of the upper steps of the BC Energy Step Code, Passive House standard or similar energy efficiency standards., Create higher level of awareness of and encourage participation of energy labeling (for Part 9 buildings) and building benchmarking (for Part 3 buildings) among existing home and building owners. Year 1 Deliverables: Promote voluntary building benchmarking initiatives for large buildings (Part 3) and explore building benchmarking requirements. Year 2 Deliverables: Promote and participate in the provincial virtual labeling program., Make a variety of options available for homeowners to overcome financial barriers to home retrofits (Part 9 buildings).
