Review Form and Character Development Permit Area Design Guidelines and density bonusing program to incentivize buildings to achieve higher performance level than required.

Year 1 Deliverables: Participate in cross-departmental review of Design Guidelines and density bonusing program and recommend changes.

Year 2 Deliverables: Implement updated changes and monitor outcomes, Monitor and report on progress annually towards targets and review/update greenhouse gas reduction targets every three years, or more frequently when justified, to ensure they are in line with climate science and reflect actions from provincial and federal governments.

Year 1 Deliverables:
• Complete City Plan Monitoring Strategy and primary indicators’ selection and data collection;
• Begin annual reporting.

Year 2 Deliverables: Select and refine supportive indicators and collect data for tracking sectoral (i.e. buildings, transportation, waste, etc.) greenhouse gas emissions., Develop and oversee education, engagement and communications regarding new and existing community energy and greenhouse gas reduction policies and programs as well as other environmental sustainability initiatives.

Year 1 Deliverables:
• Carry out an information campaign on climate friendly solutions in the event of power outage;
• Develop a Mobile Home Parks Energy Conservation and Emissions Reduction Strategy;
• Customize an ecological and carbon footprint calculator that allows Nanaimo residents to measure the impact of their lifestyle choices.

Year 1 Deliverables: Raise awareness of relevant regional and provincial policies and programs (e.g. highest efficiency standards for new space and water heating equipment, virtual home energy labeling, building benchmarking requirements) and communicate their implications to residents, Work with the Regional District of Nanaimo (RDN), neighboring municipalities, First Nations governments, and local governments from Vancouver Island and Coastal Communities to develop strategic partnerships.

Year 1 Deliverables:
• Refine Home Energy Navigator program with the RDN after the pilot phase;
• Coordinate the high-efficiency, low-carbon building training for the industry with neighboring jurisdictions;
• Collaborate on the campaign to promote climate friendly solutions in the event of power outage with interested communities on the Island.

Year 2 Deliverables: Implement selected projects as aligned with City Plan and Council priorities, Provide training to Part 3 and Part 9 building professionals on how to meet upper steps of BC Energy Step Code and EL-4 of Zero Carbon Step Code.

Year 1 Deliverables: Provide education, training and necessary support to the industry to ensure zero carbon step code implementation is successful in its first year of adoption.

Year 2 Deliverables: Provide education and training to improve industry’s capacity to meet requirements of the upper steps of the BC Energy Step Code, Passive House standard or similar energy efficiency standards., Create higher level of awareness of and encourage participation of energy labeling (for Part 9 buildings) and building benchmarking (for Part 3 buildings) among existing home and building owners.

Year 1 Deliverables: Promote voluntary building benchmarking initiatives for large buildings (Part 3) and explore building benchmarking requirements.

Year 2 Deliverables: Promote and participate in the provincial virtual labeling program., Make a variety of options available for homeowners to overcome financial barriers to home retrofits (Part 9 buildings).

Year 1 Deliverables:
• Identify opportunities to optimize the benefits of municipal, provincial and federal rebate/grant programs for homeowners;
• Complete an analysis of financing program options and seek Council’s direction.

Year 2 Deliverables: Design a home retrofit financing program, Provide incentives/education/resources for existing condos/apartments and workplaces to undertake EV Ready Plans and retrofits.

Year 1 Deliverables: Carry out a campaign to promote EV infrastructure rebates and relevant planning resources to condos/apartments owners and managers.

Year 2 Deliverables: Explore resources/policy tools to encourage workplaces to undertake EV Ready Plans and retrofits based on the recommendations from the E-mobility Strategy., Develop and implement an e-mobility strategy (including both zero-emission vehicles and e-bikes) for the community

Year 1 Deliverables: Define the project scope with selected consultant and carry out engagement with staff, Council and external stakeholders.

Year 2 Deliverables: Complete the e-mobility strategy., Develop a program to encourage the adoption of e-bikes with equity considerations.

Year 1 Deliverables:
• Complete jurisdictional scan of best practices and background research on environmental and social benefits of e-bikes as part of the E-mobility Strategy development.
• Identify and apply for funding to support an e-bike program

Year 2 Deliverables: Design an e-bike program and implement it if funding is in place., Develop a building retrofit roadmap that outlines key actions the City can take on over the next 10 years in order to meet building emissions reduction targets.
