– Update LG Climate Action Dashboard as required, A key action in the Leadership and Integration priority area of the Climate Action Strategy is to Establish an internal stakeholder committee to support implementation of the Climate Action Strategy. The Climate Leadership Team (CLT) will serve to fulfill this action, and to provide ongoing support for all CAS actions by improving knowledge, efficiency, and collaboration across the organization.

OBJECTIVES
Comprised of staff members from across the organization, the Climate Leadership Team aims to: 1) support the implementation of the Climate Action Strategy; 2) ensure regular tracking/reporting; 3) embed responsibility for climate action/sustainability across all departments and divisions; 4) foster improved communication and collaboration between departments; 5) increase sustainability knowledge within department

Year 1 Deliverables:
– Hold three CLT meetings

Year 2 Deliverables:
– Hold three CLT meetings, The Climate Action Strategy was adopted by Mayor & Council in January 2021 and contains five Big Moves, eight Priority Areas, and 149 actions. We have committed to decreasing our GHG emissions by 45% in 2030 and 100% in 2050. We are currently implementing the CAS and ensuring that all departments are completing their CAS actions.

Year 1 Deliverables:
– Complete first CAS Annual Progress Report (includes review of CAS actions)
– Complete CAS KPI Public Dashboard

Year 2 Deliverables:
– Continue implementing CAS actions, The project involves a full update of the emissions model to capture recent (yet significant) changes in federal/provincial policy, the identification of KPIs to be used to track progress (and the corresponding data sources), and the development of an emissions tracking tool that allows for tracking progress against the GHG trajectories in the CAS emissions model.

Year 1 Deliverables:

Year 2 Deliverables:
N/A (complete in year one), Township mayor and council have prioritized design and construction of four new facilities:
• New ice arena/dry floor facility
• New fire hall
• New indoor soccer training centre
• New community centre with pool
With so many new facilities being in the works, a corporate green building policy would ensure that all new facilities are built to a minimum sustainability standard.

Year 1 Deliverables:
Develop sustainability requirements document for ice arena (first new facility)
Base corporate green building policy off of the above document
Advocate in design meetings for adoption of highest possible sustainability standards

Year 2 Deliverables:
Oversee incorporation of corporate green building policy in facility design
Lead grant applications, certification processes, etc., BL-09 of the Climate Action Strategy is: Develop public education on the benefits of green buildings and green renovations. In order to decrease emissions from community buildings, the public must decarbonize their buildings and improve their energy efficiency. Education is a key strategy in getting us closer to zero carbon buildings.

Year 1 Deliverables:
– Launch updated tol.ca/greenhomes webpage
– Advertise resident-focused rebate programs such as CleanBC Better Homes and the Canada Greener Home Grant
– Explore strategies to educate on heat pumps in person, such as a travelling heat pump exhibit
– Report back to the public on the results of the Home Heating and Cooling Survey

Year 2 Deliverables:
– Explore having a TOL top-up for provincial rebate programs
– Consider participating in 2024’s Climate Friendly Homes Tour, (Residential P9 buildings, mainly SFH and townhomes)
The Township has participated in the New Retrofit Experience project since 2019. While that project is still underway, there is a need to have an interim program that supports existing homeowners with green retrofits. We are going to explore different homeowner support options and potentially implement an energy coach-type program.

Year 1 Deliverables:
– Explore new opportunities to provide energy-coach program for homeowners. Program would provide guidance on fuel switching and other efficiency measures.

Year 2 Deliverables:
– Implement a home energy-coach program in the Township of Langley, (Usually larger, P3 buildings)
The Township has been a part of Building Benchmark BC since 2021. BBBC is a voluntary benchmarking and disclosure program, currently in its 4th year of operation. By participating in and encouraging private building owners to participate in BBBC, the Township is leading in a key area of energy management that can help building owners track and decrease their energy use and GHG emissions.

Year 1 Deliverables:
– Encourage private sector to join BBBC
– Ensure all eligible TOL buildings are reporting

Year 2 Deliverables:
– Encourage private sector to join BBBC
– TOL-owned buildings continue reporting, Make changes to the Township Zoning bylaw to add requirements for new commercial buildings to build a minimum number of “EV-ready” parking stalls.

Release support materials and educate industry on new requirements, Create streamlined processes and education to support private investment and installation of EV charging hubs and stations

While the public is slowly adopting EVs, there are still many that need to make the switch in Langley. Due to the spread-out nature of our municipality, electrifying personal vehicles is a key strategy in meeting our climate action goals, in addition to supporting active transportation options and transit.

Year 1 Deliverables:
– Promote charging options and rebates for MURB stratas and commercial buildings-Work with ToL communications to promote EV adoption in the community

Year 2 Deliverables:
-Continue work with ToL Comms to promote EV adoption in the community, Continue to support the Empower Me Program from an energy perspective. Empower Me will deliver energy conservation messaging to hard-to-reach segments of the Township’s population. The CEM will collaborate cross-departmentally on delivering the Empower Me.
